Economic evaluation of the use of electronic health and smart health cards

The establishment and implementation of large national and provincial projects can involve numerous risks. One of the most important risks is financial risk. For this reason, one of the appendices justifying the program in any program is the economic evaluation annex of the project. The smart health card is a technology that has been proposed and used in many countries for more than two decades as part of e-government programs and as a tool to increase the productivity of the health sector and, more importantly, to control and manage consumption in the health sector. The design and deployment of the smart health card, considering the highly capital-intensive infrastructure, the ancillary systems that must be required for the success of the health card, and the important economic and social effects that the use of the card creates, requires an economic evaluation to justify the effectiveness in comparison with the investment and costs.
In addition, for more than a decade, most developed countries in the world have made significant investments in launching various electronic health systems, including: electronic health records (EHR), patient health records (PHR), electronic patient records (EMR), and health information exchange between electronic health information systems (HIE).
